Compliance & Procurement Support - Supervisor


Medicaid Support Contract



• Responsible for development and overall project management of procurements subject to public bid laws, Requests for Proposals (RFPs). • Develop and review RFP content, including technical writing. • Direct and coordinate efforts of RFP development team members and RFP evaluation team members. • Liaise with various Departments/programs within the State to gather information to be included in RFPs. • Conduct research of existing RFPs from other states as well as similar efforts within the state which may help guide RFP development. • Assist with analysis and documentation of business processes as they pertain to the services and deliverables being procured. • Develop and manage RFP development timeframes and RFP calendar of events. • Develop and maintain all relevant procurement library documents and ensure availability for review by potential RFP proposers. • Ensure that all RFP documents are developed, published, evaluated, and archived according to legislative statutes. • Provide training and assistance on RFP development, including agency systems used in the development, processing, and storing of documents. • Provide consultation on RFP laws and procedures. • Maintain all RFP manuals, forms, and templates. Assist with maintaining RFP online database. • Assist with contract tasks including development, processing, monitoring, and reporting. • Conduct an annual performance evaluation for each subordinate, setting future goals and strategies. • Conduct recruitment, selection, training, supervision, and professional development of assigned staff and new hires. • Maintain updates to policies, procedures, and training manual; disseminate any changes to employees. • Other tasks as directed.


• Bachelor's degree. • Minimum 3 years of professional experience in developing and managing RFPs and/or state contracts. • Minimum 1 year of supervisory experience. • Strong research, writing, and editing skills. Ability to set, follow, and meet scheduled deadlines. • Mastery of Microsoft office applications including Word, SharePoint, PowerPoint, and Excel. • Excellent analytical and critical thinking skills; effective organizational and time management skills. • Precise attention to detail. Excellent verbal and written communications skills. • Adaptability to a fast-paced environment with strict, often short deadlines.


• Advanced degree. • Minimum 4 years of professional experience in developing and managing RFPs and/or state contracts. • Minimum 2 years of supervisory experience. • Experience with Medicaid Policy. • Minimum 1 year of professional experience in Medicaid program support. • Knowledge of State procurement systems including LaGov and ProAct. • Project Management experience. • Experience with developing training materials and providing presentations.


Commensurate with qualifications and experience.
