Medicaid Technical Services Contract


(1 Position located in Baton Rouge)


• Serves as subject matter expert in Third-Party Liability (TPL)-related issues. • Maintains an advanced working knowledge of Medicaid policy and Eligibility policy to interpret correct billing procedures for providers. • Participates in the development and implementation of TPL policies and procedural changes. • Performs advanced research of claims to identify claims associated with accident-related diagnoses and treatments. • Performs advanced calculations to determine appropriate claims recovery amounts and processes incoming payments. • Provides ongoing operational activities for the statewide Recipient Recovery Program. • Interprets policy to identify individuals who inappropriately received state or federal benefits. • Leads processes to recover funds from recipients, TPL carriers, Estates of deceased recipients, and other parties as applicable; includes issuance of demand notices, issuance of Right of Action letters, and assisting the Bureau of Legal Service when defending LDH’s interest in legal proceedings. • Serves as LDH representative for recovery matters under appeal. • Makes recommendations for system changes required due to changing federal and/or state regulations, Medicaid policies, and other factors including system modernization efforts. • Participates in planning, development, design, testing, and implementation of changes and/or new specifications to the recovery system. • Other tasks as directed.


• Bachelor’s degree or 6 years’ professional work experience in lieu of degree. • Minimum one year of professional work experience. • Excellent analytical skills, effective organizational and time management skills. • Great attention to detail and follow up, and verbal/written communications skills.


• Advanced degree. • Minimum one year of professional experience in healthcare field. • Knowledge of relational database structures and SQL language. • CPT, ICD‐9 or ICD‐10 coding, and HCPCS knowledge. • CHDA, HIM, RHIA, RHIT, CCA, CMA, CPA, CIA, CGAP, HFMA or other relevant industry certifications.


Commensurate with qualifications and experience.
