Medicaid Technical Services Contract


(1 position located in Baton Rouge)


• Schedules, prepares for, attends, and actively participates in Joint Application Design (JAD) sessions, project status meetings, and any other MSM project-related meetings. • Records, prepares, and distributes meeting minutes and action items. Leads meetings as assigned. • Conducts research relating to the development of the modernization systems. • Evaluates new and/or revised regulations to determine the impact to the Medicaid program and the development of the modernization systems. Revises rules, regulations, and procedures to address changes in law or policy. • Reports project risks and issues to supervisor in a timely manner. • Completes project status reports, as assigned. • Communicates relevant information to project team as needed; coordinates document distribution to all team members. • Provides functional supervision over contractor staff. Reviews contractor deliverables for accuracy and completeness. • Participates in project closure activities including documentation of lessons learned. • Prepares, interprets, and clarifies eligibility policies and procedures. • Assists with activities of one or more MSM project teams as assigned (Testing & Quality Assurance, Implementation & Training, Conversion, Communications). • Acts as liaison between assigned staff, LDH MSM staff, and other LDH contractors. • Review subordinates’ assigned projects to ensure accurate completion. • Acts as lead for support staff in assigned MSM project team(s) by assisting with complex programmatic and technical issues. • Assists the Project Management Supervisor in the development and documentation of Project Management Unit policies and procedures. Assists the Supervisor in the compilation of monthly reports. • Conduct an annual performance evaluation of each subordinate, setting future goals and strategies. • Conduct recruitment, selection, training, supervision, and professional development of assigned staff. • Other tasks as directed.


• Bachelor's degree or 6 years’ professional experience in lieu of degree. • Minimum 2 years of professional experience in the healthcare field or managing projects. • Excellent analytical skills; effective organizational and time management skills. • Great attention to detail and follow up. Excellent verbal and written communications skills. • Ability to set, follow, and meet deadlines.


• Advanced degree. • Minimum 3 years of professional experience in healthcare field or managing projects. • Minimum 1 year of supervisory experience. • Experience presenting information to technical and non-technical audiences. • Professional experience with LDH systems or programs utilized by the Department. • Experience in the creation, execution, and validation of system user acceptance testing.


Commensurate with qualifications and experience.
