Medicaid Technical Services Contract


(1 Position located in Baton Rouge)


• Serve as primary database developer and customer contact for the UNO/DHH LaHIPP Unit and provide the first line of systems and application support for the LaHIPP Unit and triage issues that need to be escalated to other departments. • Act as lead with LaHIPP supervisor in identifying, diagnosing, researching, troubleshooting, and resolving database issues. • Assist software developers and systems administrators with LaHIPP file and database issues and projects. • Develop all necessary procedures to automate acceptance of a nightly eligibility file via SFTP from the Department, and process the files submitted by the Department via SFTP nightly. • Develop a real-time file for SFTP notice transfer to DCFS for printing, and create reports to monitor the notice creation and submission process to eliminate duplicate production transfers to DCFS. • Ensure that the LaHIPP SFTP files are communicating properly with the Electronic Case Record (ECR) in documenting the case activity log (CAL) entry, troubleshooting any issues that arise, communicating issues to the software development contractor, and ensuring that issues get resolved. • Assist with the development of a SFTP check-write file that will be distributed to the Department’s fiscal section. • Adhere to the LaHIPP Data Warehouse (LDW) extract file design for existing data elements and tables to be submitted via SFTP weekly to the State’s FI. • Notify the Department within a fifteen (15) minute timeframe of production system downtime and shall provide to the Department a monthly report of downtime errors to include root cause and error resolution. • Develop and produce ad hoc and production reports, which will include but are not limited to: case activity, enrollment data, renewal, check-write, notice, overpayment, system downtime, managed care overlap, and other metrics as requested by the Department. • Create, edit, and document database administration procedures, scripts, and report code utilized. • Import data from external sources into the LaHIPP databases. • Interact with other LaHIPP staff, state contractors, and other stakeholders on projects and assist with daily technical and conceptual issues. • Establish, manage, coordinate, and maintain LaHIPP database and transaction log backups and recoveries, including disaster recovery. • Provide technical assistance and advice on database design, programming, performance, and testing tasks. • Ensure process compliance with applicable state and federal regulations and the LaHIPP Unit’s policies and procedures. • Exercise creative thinking and analyze long-term database performance trends to optimize and maintain the LaHIPP Department’s database and business application performance. • Develop automated processes for repetitious database administrative tasks. • Perform routine maintenance, health monitoring, and/or event/error/transaction log reviews. • Responsible for SQL Database security setup and permissions. • Responsible for administration of all Pharmacy related SQL databases. • Resolve database performance, capacity, replication, configuration management, and other distributed data issues. • Other tasks as directed.


• Bachelor’s Degree • Scripting experience with SQL programming language. • 2 years of professional database administration experience. • Strong verbal and written communication skills • Strong Windows and PC skills. • Ability to work independently. • Working knowledge of Virtualization technologies, IIS, SharePoint, and SQL Server. • SQL database experience, understating the use of databases and table relationships. • Strong programming, logic and analytical skills. • Knowledge of IT concepts, strategies, and methodologies, architectures and technical standards.


• Advanced degree. • Troubleshooting expertise environments and other environments on an as-needed basis • Experience with server administration (Windows server). • Working knowledge of Virtualization technologies, IIS, SharePoint, and SQL Server. • 3 years of professional database administration experience. • Experience with C# and Visual Basic programming languages. • Pharmacy and/or drug rebate database/programming experience. • Healthcare insurance experience and/or knowledge. • Related industry certifications.


Commensurate with qualifications and experience.
