Project Developer – Implementation

DEPARTMENT: Medicaid Services Contract – Project Management

CORE RESPONSIBILITIES:
• Ensures testing is completed and working according to plan. Testing includes functionality and data integrity testing according to the business rules of the modernization systems as well as transfer from and to other interfaces to ensure that eligibility updates correctly.
• Coordinates dates for transmission and receipt of data on the same implementation date to ensure readiness of all internal and external parties involved, meets deadlines, ensures tasks including testing and training are completed prior to production release.
• Monitors for post-implementation issues.
• Collaborates with various teams to verify all project tasks remain on schedule for implementation.
• Assists in the development of project documentation and training materials.
• Identifies needs for training, assists in the preparation of training materials, and, upon request, trains agency personnel in accordance with rules, regulations, policies, and procedures of the agency relative to the development of the modernization systems.
• Organizes, develops, and conducts training.
• Serves as liaison with all subject matter experts (SMEs) regarding instructional design.
• Develops training aids.
• Tracks and reports training outcomes.
• Provides feedback.
• Handles logistics for training activities.
• Coordinates off-site training activities.
• Schedules, prepares for, attends and actively participates in Joint Application Design (JAD) sessions, project status meetings, and any other project-related meetings.
• Records, prepares, and distributes meeting minutes and action items, as assigned.
• Leads meetings as assigned.
• Conducts research relating to the development of the modernization systems.
• Evaluates new and/or revised regulations to determine the Impact to the state Medicaid program and the development of the modernization systems. Reports project risks and issues to supervisor in a timely manner.
• Completes project status reports, as assigned. Coordinates document distribution to all team members.
• Communicates relevant information to project team as needed.
• Provides functional supervision over contractor staff. Reviews contractor deliverables for accuracy and completeness.
• Participates in project closure activities including documentation of lessons learned.
• Prepares, interprets, and clarifies eligibility policies and procedures. Reviews current and proposed
• state and federal regulations and/or revisions.
• Revises rules, regulations, and procedures to meet changes in law or policy.
• Performs other duties as assigned to ensure the smooth operation of the project.

REQUIRED QUALIFICATIONS:
• Bachelor's degree, or 6 years of professional experience in lieu of degree.
• Excellent analytical skills, effective organizational and time management skills.
• Great attention to detail and follow up, and verbal/written communications skills.
• Ability to set, follow, and meet deadlines.

DESIRED QUALIFICATIONS:
• Bachelor's degree.
• Minimum 1 experience in health care field, Medicaid eligibility, or Medicaid program support.
• Minimum 1 years of professional experience in managing projects.
• Experience in presenting information to technical and non‐technical audiences.
• Professional experience with LDH information systems or programs utilized by the department.
• Experience in the creation, execution, and validation of system user acceptance testing.

SALARY: Commensurate with qualifications and experience.
