DEPARTMENT: Office of Human Resource Management

POSITION SUMMARY: Serve as the chief human resources officer of the University of New Orleans providing planning and oversight for a wide range of personnel issues that affect a diverse population of over 3,000 employees including academic, professional, classified and intermittent.


Establish a strategic plan with a vision and mission for the Office of Human Resource Management that will prioritize short and long term goals and objectives, and set priorities for the department.   Design and implement policies for the Office of Human Resource Management to ensure consistent compliance of employment procedures unique to the university.     Ensure a Business Continuity Plan which will provide for the continuation of operations for the Office of Human Resource Management during any emergency/disaster.

Responsible for the University's Affirmative Action Plan and provide direction that supports change and diversity.  Work with university administrators to implement policies regarding equal opportunity; identify problem areas and propose solutions.  Oversee and/or conduct investigations of complaints of discrimination and work toward resolution.

Hire, facilitate and develop a cohesive and flexible workgroup of professional and paraprofessional staff committed to the vision and objectives of the Office of Human Resource Management.  Use advanced information technology to ensure improvements of human resource functions.

Provide strong leadership and management in all areas of human resources including, but not limited to, employment, compensation, benefits, performance management, organizational design, equal opportunity and affirmative action, training and development, and human resource information systems.  Maintains and serves as functional custodian for human resource records and oversees the maintenance of such records.

Ensure compliance with applicable UL System, Board of Regents, State and Federal regulations, rules and laws, working with and providing guidance to administrative units.   Serve on University, UL System and other state and national committees to provide and acquire expertise in various areas of human resources. 

Serve as delegated appointing authority for Civil Service personnel.


REQUIRED QUALIFICATIONS:  Bachelor's degree.  Proven leader with at least 8 years of progressively responsible experience in Human Resource Management; 3 years must be at a management level in Human Resources, preferably at an institution of higher education. Experience in successfully managing a diverse group of professionals in a multi-functional unit.  Experience in organizational design, process improvement, and/or change management.  Demonstrated ability to establish and maintain effective working relationships at all levels of the University.  Demonstrated ability to set priorities and deadlines to ensure multiple projects and objectives are achieved in a timely manner.  Demonstrated ability to establish and maintain cooperative relationships with the university community and the public and to work as a member of a service oriented team.

DESIRED QUALIFICATIONS: Advanced degree with experience in a state funded, public institution of higher education. Professional HR accreditation with active participation in professional societies related to Human Resource Management (i.e. CUPA-HR; SHRM). Experience developing and maintaining partnerships with federal, state, and local agencies.
